Time period
2017-2023
FAcility size / Capacity
Storage of 2,600 fuel elements
The construction of the dry storage building provides a safer and fully passive way of storing spent nuclear fuel.
Project basis and goals
The building will provide storage for 2,600 fuel elements in 70 HI-STORM casks.
The analysis of possible improvements in nuclear fuel storage was part of the response of the nuclear industry and regulatory authorities to the Fukushima accident. The conclusions of the analyses and the decisions of the Nuclear Safety Authority indicate that the introduction of dry storage of spent fuel (SF) is an important safety upgrade in view of the new safety requirements and the extension of the NPP's operating life until 2043.
This type of storage does not require any device, system or energy source to operate, as it operates passively. The introduction of dry spent fuel storage technology represents a safer way to store SF under the same environmental and radiological conditions as those specified in the existing operating licence.
Project solutions
Dry storage is recognised worldwide as the safest and most widely used technological solution for temporary SF storage. Dry storage is completely passive.
In addition to passive cooling, better radiation safety and robustness, dry SF storage has other advantages, notably better protection against intentional and unintentional negative impacts of human actions. The implemented solution of dry SF storage technology was included in the Resolution on the National Radioactive Waste and Spent Fuel Management Programme for the period 2016-2025 (ReNPRRO16-25).
IBE services
From the very beginning of the project, IBE has been involved in the preparation of all phases of the project documentation, from the expert bases, conceptual design, the project for obtaining a building permit, the environmental impact assessment, to the construction implementation documentation (PZI), which was the basis for the start of the implementation works, which culminated in the elaboration of an as-built project documentation (PID).
The dry storage project required an amendment to the NEK Regulatory Spatial Plan. IBE was involved in the preparation of the Regulatory Spatial Plan and the Strategic Environmental Assessment Report. Due to the cross-border impacts, cross-border consultations were carried out in the adoption of the Regulatory Spatial Plan and the SEA Report.
In addition to the above, IBE together with its partners, in accordance with the Client's internal procedures, prepared the DMP (design modification package) and TOP (turnover package) documentation for the 3 design modifications of the plant, and provided support to the contractors during the implementation phase and the preparation of the FDCR (field design change request) documentation.
